Simple...

With a police scanner, you can pick up signals from MANY sources...One of which are fast food drive thrus....Hell, if u get that Radio Shack book of scanner frequencies, it even TELLS you what frequency it runs on...From that point all it really takes is someone with a HAM style radio to make it happen...
