First of all, these are the FIRST BCS standings to come out this year, so they didn't fall from anything.

They go by SOS, thats why. But BSU has NO LOSSES, USC has one.

You can say the same about Florida's schedule. They can lose one or 2 games and still make the title game. 1 lose for BSU and their lucky to stay in the rankings.
