PSN Japan has it up now on the front page of the store. I'm downloading it right now. Idk if 360 users will have access to it via Japan Live Marketplace or what, but it should be up there as well soon if not now.

Cool thing is even if you've got a US version PS3 you can still create Japanese new user ID....
