CHP looks into City College shooting

California Highway Patrol officials are investigating whether proper protocol was followed in an incident where two men were shot after their friend had been taken into custody on drunken driving charges.
One of the men was killed and one wounded in the shooting, which took place early Saturday morning at a City College parking lot. Both men were in their mid-20s and their names had not been released at press time.
Just after 3 a.m. on Saturday morning a CHP officer heading Northbound on Highway 280 spotted a car stopped on the Southbound Ocean Avenue off ramp. As cops approached, the suspicious car, which was precariously perched partly on the shoulder and partly on the off ramp, lurched forward through a red light, according to CHP Spokesman Sean Chase.
The officer pulled the car over into the City College parking lot and gave the driver a Breathalyzer test, which he failed.
One of the driver's friends took out his cell phone and said that he would call his brother, who lived near by, and ask for a ride, Chase said.
"He said his brother would be there in 10 minutes," said Chase.
But before their ride arrived, an unknown gunman shot the two men, wounding one and killing the other.
Chase said the initial facts of the case suggest the officers could have reasonably assumed the friends of the drunken driver would be home shortly safe in bed.
"It's not a high-crime area, there was access to transportation and they had a cell phone," he said.
But an internal investigation will be done on the matter, he added.
"We looking into any situation where something tragic like that happens," said Chase.
CHP Commanders To Investigate Handling Of Traffic Stop In San Francisco

(KCBS) - Officials are reviewing the handling of a CHP traffic stop on Saturday in San Francisco after two men who were left behind after officers left the scene were later found shot. One of the men died.
KCBS Reporter Mike Colgan says the CHP arrested the driver of a car on a suspected DUI charge around 4:00a.m. Saturday morning on Ocean Avenue in San Francisco. When the CHP left the traffic stop scene, the two passengers in the car were left behind in the parking lot at San Francisco City College.
A friend was called to pick up the men, but when he arrived ten minutes later he discovered they had been shot.
CHP Spokesman Sean Chase says the men were not left in a dangerous area. "They also thought this was a reasonably safe area, left them there, made sure that someone was coming to pick them up, and it's unfortunate that in between the time of placing the phone call and having someone coming out to get them and the officers leaving, in that short window of time something tragic occurred," said Chase.
Chase says the case will be investigated by CHP commanders as well as San Francisco police. "The criminal investigation is turned over to the San Francisco Police Department. That's in their jurisdiction, and they'll do the investigation on the criminal aspect of it. Anytime we're involved in incidents and so forth we will do a … take a look at and see if the officers' actions are appropriate for what transpired," said Chase.
Chase says it appears the man who was wounded is the son of a San Francisco police officer.
SF AUTHORITIES SEEK CLUES IN SHOOTING OF TWO NEAR COLLEGE

Two men in their early 20s, one wounded and one killed, were shot while waiting in a San Francisco parking lot after the driver of their car was arrested and taken away by authorities, police said today.
As the pair waited for a ride around 3:40 a.m. Saturday, someone approached and opened fire.
The incident occurred shortly after the California Highway Patrol arrested the third man in the car on suspicion of driving under the influence in the City College parking lot near Ocean Avenue and Howth Street, according to San Francisco police Officer Mike Baglin.
The victims' names have not been released and no suspect or motive has been identified.
