It's a ps1 title. All I member is it's top down view. Your first level has to do with a bank or some sort of business office. You use guns alot lol. I think you could play as like 4 characters(the fast one, the heavy one with alot of ammo, etc you know what I mean). Also I think one of the people you could play as had a clown face or something. I know that's not alot but does anyone got a guess?
