I'm 100% positive it is slated for 2011. From what I understand they've actually been working on it since 2 was in development.

Mass Effect 3 is slated for Holiday 2011 release, which would give (going by ME2's Jan. release) roughly 22-23 months of development time. I would like to see it pushed back a little just to make sure it's an amazing game. I don't want BioWare releasing it before it's ready, especially considering it's rumored to have MP of some sort.

They've been working on 3 since 2 was in development. From what I understand on the bioware forum, the MP aspect is being handled by a different group and may or may not be in MASS EFFECT 3. inFamous 2 added!
