Yeah, it's Attica, that movie where the prison inmates take over the prison. The scene in question is just some people sitting in a bar watching the Attica takeover on the news and giving their opinions on the situation.

check this, it says it is from the movie Above the Law and my brother swears it is too.

But when searching a script of this movie I don't find this dialogue taking place, so maybe you guys are right.
