On a per capita basis, no they don't, the biggest part of Cali's success in football and basketball is because they are such a huge state. Baseball wise, yeah Cali does have it on lock with a very very high per capita number.

But for basketball and football, it's nothing special at all, the deep South states like Louisiana and Mississippi tend to dominate that.
