Date: 3/5/2004 3:40 PM

An Orlando, Florida police officer is the subject of an internal police investigation, after a show featuring Lil Scrappy at a local high school turned into chaos.

Video footage of the concert, which took place at Dr. Phillips High School last weekend, was filmed by Julia Beverly, who heads up Ozone Magazine. The tape shows Officer Richard Bailey Jr. shove Lil Scrappy off of the stage and into the crowd.

Bailey claimed that the rappers were on the stage attempting to "invoke a riot response from the crowd."

Police attempted to subdue the performers on stage and a fight broke out. Bailey said that Lil Scrappy attempted to stop him from arresting his manager, Tommy "Serious" Phillips.

The video shows Bailey turning towards Lil Scrappy and pushing him several feet off the stage. Ironically, sources stated that Bailey was the blood brother of rapper Smilez of Smilez and Southstar.

Phillips was arrested and charged with battery on a law-enforcement officer. He said police brutalized him and Lil Scrappy.

Phillips has contacted the NAACP and said that formal complaint would be filed pertaining to his arrest and the conditions in the jail.

Lil Scrappy Files $250 Million Dollar Lawsuit Against Orlando Police
By Nolan Strong

Darryl "Lil Scrappy" Richardson has filed a $250 million dollar lawsuit against the Orlando, Florida police department, manager Tommy "Serious" Phillips confirmed with AllHipHop.com.

The lawsuit stems from the treatment that Scrappy and Phillips received after a concert at a local high school turned into chaos.

The lawsuit names the Orlando Police Department and the arresting officer Richard Bailey Jr. as defendants.

The concert took place at Dr. Phillips High School late last month. Sources told AllHipHop.com that Scrappy was warned not to use profanity and was not allowed to remove his shirt during the performance.

Officer Bailey claimed that the men on the stage were attempting to "invoke a riot response from the crowd."

Police attempted to subdue the performers on the stage and a fight broke out. Bailey alleges that Scrappy attempted to stop him from arresting Phillips.

The video footage shows Bailey turning towards Lil Scrappy and shoving him several feet off the stage. Phillips was subsequently arrested and charged with battery on a law-enforcement officer.

Phillips said police brutalized him and Lil Scrappy, who was handcuffed and suffered minor injuries due to the shove, but was not charged with any crime.

Lil Scrappy is a recording artist on Lil Jon's BME Recordings. His debut The King of Crunk and BME Recordings Present: Lil Scrappy debuted at # 12 on Billboard's Top 200 Chart, powered by his single "Headbussa."

Who does shows at high schools? Seriously. The cop was in the wrong, no question. Next time I think the manager, promoter or whoever is involved should choose a more suitable venue to do a show.

shit man alot of folks hit schools...like when CMR was on the rise in 97-98 they use to rock shows at schools in N.O. man scrappy aint gettin shit man. look at his head busta video, all the cop defnse team got to do is bring up scrappys image, bacgrkound and the out of controlness in the videos. and say they know what could happen in a school envirnment so they wanted to stop it before it became that video in reality.
