He didn't help, but what's happened is so much bigger than him. They've had ample opportunities to reverse course and have really really fucked up.
Of course, but he is the main reason for the spiral into oblivion. Getting a team on probation alsways fucks things up. Same thing happened in Colorado around the same time and they are still trying to piece together their program.

Yeah the common thread is everywhere he's been he took someone else's players, won right away, but then fucked things up later. He didn't recruit Tuiasosopo as a QB, insisting he play DB, then a few years later is riding Tui to the Rose Bowl. Then he lied about having interviewed for the SF 49ers job. Then he went 7-5 and got his ass kicked by Purdue in the Sun Bowl. A lot of things not to like.

But UW got hit with a much much tougher probation in '93 when James stepped down, but they still were very strong throughout the 90s. The probation Rick got us on wasn't that big of a deal, but getting fired in August was a really big deal (forcing the hire of an interim coach which then forced the hire of a terrible coach).

Believe me I don't like the guy but he isn't nearly as culpable as Mark Emmert, Todd Turner and of course, Tyrone Willingham in the present day state of the program.
