The Congressional Research Service (CRS), known as Congress's think tank,[3] is a public policy research arm of the United States Congress. As a legislative branch agency within the Library of Congress, CRS works primarily and directly for Members of Congress, their Committees and staff on a confidential, nonpartisan basis.

Its staff of approximately 600 employees includes lawyers, economists, reference librarians, and social, natural, and physical scientists.[4] In fiscal year 2016, CRS was appropriated a budget of roughly $106.9 million by Congress.[1]

CRS reports are widely regarded as in depth, accurate, objective, and timely, but as a matter of policy they are not made available to members of the public by CRS, except in certain circumstances.[5] There have been numerous attempts to pass legislation requiring all reports to be made available online, most recently in 2017,[6] but none have been enacted. Instead, the public must request individual reports from their Senators and Representatives in Congress, purchase them from private vendors, or search for them in various web archives of previously released documents.

The renaming under the Legislative Reorganization Act of 1970 reflected the service's changing mission:[4] This legislation directed CRS to devote more of its efforts and increased resources to doing research and analysis that assists Congress in direct support of the legislative process.[11]

CRS makes no legislative or other policy recommendations to Congress; its responsibility is to ensure that Members of the House and Senate have available the best possible information and analysis on which to base the policy decisions the American people have elected them to make.[4] In all its work, CRS analysts are governed by requirements for confidentiality, timeliness, accuracy, objectivity, balance, and nonpartisanship.

CRS services are not limited to those that relate directly to enacting new laws. For example, CRS attempts to assess emerging issues and developing problems so that it will be prepared to assist the Congress if and when it becomes necessary. Although it rarely conducts field research, CRS assists committees in other aspects of their study and oversight responsibilities. In addition, it offers numerous courses, including legal research seminars and institutes on the legislative process, the budget processes, and the work of district and state staff. At the beginning of each Congress, CRS also provides an orientation seminar for new Members.[4]

CRS does not conduct research on sitting Members or living former Members of Congress, unless granted specific permission by that Member or if that Member is nominated by the President for another office.[4]

Current Members of Congress and their offices may access the CRS website (www.crs.gov) and CRS's Legislative Information Service (LIS) website (Congress.gov | Library of Congress). The two sites are the most comprehensive and integrated sources of information regarding workings of the federal government, and are arguably the best sources of information regarding the legislative process of the United States.[17]

These sites provide all information necessary to become informed about any aspect of government. They also have the information needed to keep up-to-the-minute on most legislation including information from past bills similar to the current legislation; historical information about the legislation; biographical data about the Members who introduced it; the ability to track the legislation as it moves through committee hearings to the Floor; and links to information about the legislation in the Congressional Record, Floor and committee schedule information, and the Federal Register.[18]

Neither of these websites is available to the public. In order to prevent public access to the websites, CRS has erected an elaborate firewall to keep the public out. Taxpayers are only allowed access to THOMAS (thomas.loc.gov). In fact, when the public tries to access the LIS, they are automatically forwarded to THOMAS without warning.[17]

While CRS products are already available electronically to members of Congress, Congressional committees, and CRS's sister agencies (CBO and GAO) through the internal CRS Web system, there is no official public access,[21] except in certain circumstances.[28] For example, specifically identified individual products have been furnished to executive and judicial branch officials and employees, and state and local government officials. Products have been distributed when it has been deemed to enhance CRS service to Congress. Products have also been furnished to members of the media and foreign embassies on request, but only if the requester can make specific reference to the product number or title of the report. On occasion, CRS researchers have provided reports to non-congressional sources including individual researchers, corporations, law offices, private associations, libraries, law firms, and publishers.

Only Members and their staffs can place requests and attend most seminars. While some CRS research and reports may reach the American public, dissemination is at the discretion of congressional clients,[4] except as described above.

Many are available; sources are listed in the external links section below. As with other documents produced by the U.S. Government, the documents are in the public domain in the United States, and not subject to copyright.[29]

The Weinstein Company (usually credited or abbreviated as TWC) is a mini-major film studio, founded in New York City by Bob and Harvey Weinstein in 2005. The studio originated after the Weinsteins left Miramax Films, which they co-founded in 1979. They retained ownership of Dimension Films. TWC is one of the largest mini-major film studios in North America.[3] Harvey and Robert Weinstein own 42% of TWC according to press reports.[4]



Their first releases in 2005 included the dramatic thriller Derailed (starring Jennifer Aniston, Vincent Cassel and Clive Owen), the offbeat comedy-drama Transamerica (starring Felicity Huffman) the computer-animated family film Hoodwinked, the World War II–era comedy-drama Mrs Henderson Presents (starring Judi Dench and Bob Hoskins), and the caper comedy The Matador (starring Pierce Brosnan and Greg Kinnear).

In February 2006, TWC announced a distribution pact with Metro-Goldwyn-Mayer.[5] MGM distributed the product domestically in theatres, while TWC will retain long-term ownership of their product.

On February 3, 2011, the Weinsteins extracted a $75 million consolation prize from their former parent company, Disney, thus improving their filmmaking career. As a result, Disney handed over its 50% stake in Project Runaway, and reduced its share in four jointly owned films, including Scary Movie and Spy Kids, from 50% to 5%.

On October 6, 2017 three of the company's nine members of the board of directors resigned following sexual harassment allegations against Harvey Weinstein.[53][54] Harvey Weinstein also announced that he would take an indefinite leave of absence.[55] Two days later, on October 8, TWC announced that Weinstein had been fired.[56] Soon after, TWC executives announced that Harvey Weinstein will not receive credit on upcoming releases, and it may consider renaming the company.[57] On October 12, board of directors member Richard Koenigsberg, who was one of the five signatories of a board of directors statement defending Weinstein,[58] resigned from the company as well.[58]

Weinstein's brother Bob stated on October 13 that media reports that his sexual misconduct scandal had forced the company to explore either a sale or shutting down operations were inaccurate. Bob released an emailed statement claiming "our banks, partners and shareholders are fully supportive of our company and it is untrue that the company or board is exploring a sale or shutdown of the company” and that “business is continuing as usual as the company moves ahead.”[59][60] This was contradicted by TWC president and COO David Glasser and a spokesman for company investor Goldman Sachs.[61][60] The other three remaining members of the company's board of directors, including Glasser, also did not join Bob in signing this statement either.[62]

On March 29, 2005, it was announced that the Weinstein brothers would leave Miramax on September 30 to form their own production company, named The Weinstein Company, with several other media executives, directors Quentin Tarantino and Robert Rodriguez, and Colin Vaines, who had successfully run the production department at Miramax for ten years.

Another example cited by Biskind was Phillip Noyce's The Quiet American (2002), whose release Weinstein delayed following the September 11 attacks owing to audience reaction in test screenings to the film's critical tone towards America's past foreign policy.


He serves on the Board of the Robin Hood Foundation, a New York City-based non-profit that targets poverty, and co-chaired one of its annual benefits.[35] He is critical of the lack of gun control laws and universal health care in the United States.[36]

Weinstein is a longtime supporter and contributor to the Democratic Party including the campaigns of President Barack Obama and presidential candidates Hillary Clinton, and John Kerry.[37] He supported Hillary Clinton's 2008 presidential campaign,[38] and in 2012, he hosted an election fundraiser for President Obama at his home in Westport, Connecticut.[39

On March 2, 2012, Weinstein was made a Chevalier (knight) of the Legion of Honour by the French Consulate in New York City, in recognition of Miramax's efforts to increase the presence and popularity of foreign films in the United States.[53]

William Jefferson Clinton (born William Jefferson Blythe III; August 19, 1946) is an American politician who served as the 42nd President of the United States from 1993 to 2001. Prior to the presidency, he was the Governor of Arkansas from 1979 to 1981, and again from 1983 to 1992. A member of the Democratic Party, Clinton was ideologically a New Democrat and many of his policies reflected a centrist "Third Way" political philosophy.

At age 46, he became the third-youngest president and the first from the Baby Boomer generation.

Clinton began an interest in law at Hot Springs High, when he took up the challenge to argue the defense of the ancient Roman Senator Catiline in a mock trial in his Latin class.

In 1964 and 1965, Clinton won elections for class president.[11] From 1964 to 1967, he was an intern and then a clerk in the office of Arkansas Senator J. Lucius Sergius Catilina, known in English as Catiline (/ˈkætəlaɪn/; 108–62 BC (46 years)), was a Roman Senator of the 1st century BC best known for the second Catilinarian conspiracy, an attempt to overthrow the Roman Republic and, in particular, the power of the aristocratic Senate.[1] He is also known for several acquittals in court, including one for the charge of adultery with a Vestal Virgin.

During 64 BC, Catiline was officially accepted as a candidate in the consular election for 63 BC.

Sallust wrote an account of the conspiracy that epitomized Catiline as representative of all of the evils festering in the declining Roman republic. In his account, Sallust attributes countless crimes and atrocities to Catiline, but even he refuses to heap some of the most outrageous claims on him, particularly a ritual that involved drinking blood of a sacrificed child.[23] Later historians such as Florus and Dio Cassius, far removed from the original events, recorded the claims of Sallust and the aforementioned rumors as facts.[24] Up until the modern era Catiline was equated, as Sallust described, to everything depraved and contrary to both the laws of the gods and men.

The Roman Senate (Latin: Senatus Romanus; Italian: Senato Romano) was a political institution in ancient Rome. It was one of the most enduring institutions in Roman history, being established in the first days of the city (traditionally founded in 753 BC). Melvin Jerome "Mel" Blanc (May 30, 1908 – July 10, 1989) was an American voice actor, radio comedian, and recording artist. After beginning his career performing in radio, he rose to fame for his work in animation as the voices of Bugs Bunny, Daffy Duck, Porky Pig, Tweety Bird, Sylvester the Cat, Yosemite Sam, Foghorn Leghorn, Marvin the Martian, Pepé Le Pew, Speedy Gonzales, Wile E. Coyote, Road Runner,[1] the Tasmanian Devil, and many of the other characters from the Looney Tunes and Merrie Melodies theatrical cartoons during the golden age of American animation. He voiced all of the major male Warner Bros. cartoon characters except for Elmer Fudd, whose voice was provided (uncredited) by fellow radio actor Arthur Q. Bryan, although Blanc later voiced Fudd as well after Bryan's death.

He later voiced characters for Hanna-Barbera's television cartoons, including Barney Rubble on The Flintstones and Mr. Spacely on The Jetsons. Blanc was also the original voice of Woody Woodpecker for Universal Pictures, and provided vocal effects for the Tom and Jerry cartoons directed by Chuck Jones for MGM. Blanc was born in San Francisco, California to Russian-Jewish parents Frederick and Eva Blank, the younger of two children.

Blanc began his radio career at the age of 19 in 1927, when he made his acting debut on the KGW program The Hoot Owls, where his ability to provide voices for multiple characters first attracted attention. He moved to Los Angeles in 1932, where he met Estelle Rosenbaum (1909–2003), whom he married a year later, before returning to Portland.

Blanc was a regular on the NBC Red Network show The Jack Benny Program in various roles, including voicing Benny's Maxwell automobile (in desperate need of a tune-up), violin teacher Professor LeBlanc, Polly the Parrot, Benny's pet polar bear Carmichael, the tormented department store clerk, and the train announcer. The first role came from a mishap when the recording of the automobile's sounds failed to play on cue, prompting Blanc to take the microphone and improvise the sounds himself. The audience reacted so positively that Benny decided to dispense with the recording altogether and have Blanc continue in that role. One of Blanc's most memorable characters from Benny's radio (and later TV) programs was "Sy, the Little Mexican", who spoke one word at a time. The famous "Sí ... Sy ... Sue ... sew" routine was so effective that no matter how many times it was performed, the laughter was always there, thanks to the comedic timing of Blanc and Benny.[9] Blanc continued to work with him on radio until the series ended in 1955 and followed the program into television from Benny's 1950 debut episode through guest spots on NBC specials in the 1970s. They last appeared together on a Johnny Carson Tonight Show in January 1974

By 1946, Blanc appeared on over 15 radio programs in supporting roles. His success on The Jack Benny Program led to his own radio show on the CBS Radio Network, The Mel Blanc Show, which ran from September 3, 1946, to June 24, 1947. Blanc played himself as the hapless owner of a fix-it shop, as well as his young cousin Zookie.

In December 1936, Mel Blanc joined Leon Schlesinger Productions, which was producing theatrical cartoon shorts for Warner Bros.

By the end of 1946, Blanc began receiving a screen credit in any subsequent Warner Bros. cartoon he provided voices from that point on.

Years later, Blanc revealed that during his recovery, his son Noel "ghosted" several Warner Bros. cartoons' voice tracks for him.

In the 1988 live-action/animated movie Who Framed Roger Rabbit, Blanc reprised several of his classic "Looney Tunes" roles (Bugs, Daffy, Porky, Tweety, and Sylvester).

The organization known as the Premier Grand Lodge of England was founded on 24 June 1717 (the feast of St. John the Baptist).

The basic principles of the Grand Lodge of England were inspired by the ideal of tolerance and universal understanding of the Enlightenment and by the Scientific Revolution of the 17th Century.

Little is known of Anthony Sayer, the first Grand Master
, but the next, George Payne, rose to a high position within the Commissioners of Taxes.

In the 1740s, being followed down the road by the "Scald Miserable Masons" became too much, and Masonic Processions were banned by Grand Lodge in 1747.[1]

Dermott wrote a new Book of Constitutions for his Grand Lodge, entitled Ahiman Rezon. Published in 1756, the first edition expressed a wish for reconciliation with the other Grand Lodge. The second edition, in 1764, turned on their "unconstitutional fopperies". The Premier Grand Lodge were already referred to as the "Moderns", and Dermott made sure that the epithet stuck, his own Grand Lodge becoming known to history as the Ancients. Succeeding editions heaped ever more scorn on the Premier Grand Lodge. Dermott's prose was bitingly sarcastic, and witty. Ahiman Rezon sold well.[9][10]

Also in 1764, a lodge of Edinburgh masons, who had only joined the previous year, seceded to the Moderns. These were instrumental in the formation of the first Grand Chapter of Royal Arch masonry. Among their members was William Preston, who within a decade, had become a valued writer and lecturer on Masonry. The success in the 1770s of Preston's lectures, and his book, entitled "Illustrations of Masonry".

Relations between the two major bodies in English Freemasonry experienced a thaw in the 1790s. It is hard not to correlate this with the death of Dermott in 1791, and the progressive editing out of his vitriol from Ahiman Rezon, but other factors contributed.

Fear of Napoleon's spies prompted the Unlawful Societies Act, prohibiting any association bound by secret oaths, and the united representations of the three Grand Lodges induced the Government to make a specific exception of the lodges of Freemasons.

Ironically, as a piece in the Guardian in 2003(2) indicates, Hemingway was not being paranoid about being followed by the FBI.

A Freedom of Information Act request declassified Hemingway’s FBI file, revealing that he had been under surveillance since World War II, when he used his boat the Pinar to patrol the waters off Cuba. Then FBI Director J. Edgar Hoover was interested in Hemingway’s private anti-fascist spy network called the Crook Factory.

The spy network in Cuba, as the New York Times reported(3), was comprised of a lot of former comrades of Hemingway’s from his days of fighting in and reporting on the Spanish Civil War. The fact that many of them likely had Communist sympathies was likely the main factor that attracted Hoover’s interest.

The surveillance persisted throughout Hemingway’s sojourn in Cuba, a country that was a hotbed of Mafia operatives and communist revolutionaries.

Ironically, Hemingway built his private spy ring with the encouragement of the then American ambassador to Cuba, Spruille Braden, and was even given a stipend of $1000 a month for payments and supplies. The Crook Factory did not accomplish a lot, but did keep operatives of Franco’s Spain and other Axis sympathizers busy.

Part of the reason that the FBI followed Hemingway around was that counter intelligence had been the purview of the Bureau, and Hoover was irritated about private efforts such as Hemingway’s. The writer returned the disdain, calling the FBI section in Havana “Franco’s Iron Cavalry.”

When the Crook Factory was dissolved in 1943, Hemingway began conducting what he called “submarine hunting” missions on his private boat the Pinar, equipped with machine guns and grenades provided by the United States Navy. The FBI report suggested that these “missions” more resembled drunken fishing voyages conducted by Hemingway and his friends.

Kerkor "Kirk" Kerkorian (June 6, 1917 – June 15, 2015) was an Armenian-American businessman, investor, and philanthropist. He was the president and CEO of Tracinda Corporation, his private holding company based in Beverly Hills, California. Kerkorian is known for having been one of the important figures in the shaping of Las Vegas and, with architect Martin Stern, Jr.[3] described as the "father of the mega-resort".[4] He built the world's largest hotel in Las Vegas three times:[5] the International Hotel (opened in 1969), the MGM Grand Hotel (1973) and the MGM Grand (1993).[6] He purchased the Metro-Goldwyn-Mayer movie studio in 1969.

Of Armenian American origin, Kerkorian provided over $1 billion for charity in Armenia through his Lincy Foundation, which was established in 1989 and particularly focused on helping to rebuild northern Armenia after the 1988 earthquake.[7]. In two and a half years with RAF Ferry Command, Kerkorian delivered 33 Mosquito planes, logged thousands of hours, traveled to four continents and flew his first four-engine plane.

After spending much time in Las Vegas during the 1940s, Kerkorian quit gambling and in 1947 paid $60,000 for Trans International Airlines, which was a small air-charter service that flew gamblers from Los Angeles to Las Vegas.

In 1962, Kerkorian bought 80 acres (32 ha) in Las Vegas, across the Las Vegas Strip from the Flamingo, for $960,000. This purchase led to the building of Caesars Palace, which rented the land from Kerkorian; the rent and eventual sale of the land to Caesars in 1968 made Kerkorian $9 million.

In 1967, he bought 82 acres (33 ha) of land on Paradise Road in Las Vegas for $5 million and, with architect Martin Stern, Jr.,[16] built the International Hotel, which at the time was the largest hotel in the world; The first two performers to appear at the hotel's enormous Showroom Internationale were Barbra Streisand and Elvis Presley. Presley brought in some 4,200 customers (and potential gamblers), every day, for 30 days straight, breaking in the process all attendance records in the county's history. Kerkorian's International Leisure also bought the Flamingo Hotel; eventually both hotels were sold to the Hilton Hotels Corporation and were renamed the Las Vegas Hilton and the Flamingo Hilton, respectively.

After he purchased the Metro-Goldwyn-Mayer movie studio in 1969, Kerkorian (with architect Martin Stern Jr.) opened the original MGM Grand Hotel and Casino, larger than the Empire State Building[17] and the largest hotel in the world at the time it was finished. On November 21, 1980, the original MGM Grand burned in a fire that was one of the worst disasters in Las Vegas history. The Clark County Fire Department reported 84 deaths in the fire; there were 87 deaths total, including three which occurred later as a result of injuries sustained in the fire. After only 8 months the MGM Grand reopened. Almost three months after the MGM fire, the Las Vegas Hilton caught fire, killing eight people.

In 1986, Kerkorian sold the MGM Grand hotels in Las Vegas and Reno for $594 million to Bally Manufacturing. The Las Vegas property was subsequently renamed Bally's. Spun off from Metro-Goldwyn-Mayer, MGM Resorts International owns and operates several properties, including the Bellagio, the current MGM Grand, The Mirage, the New York-New York, Circus Circus, Mandalay Bay, The Luxor, Excalibur, Monte Carlo and the newly completed CityCenter complex in Las Vegas.

Kerkorian was an "intensely private person".[42] He almost never gave interviews and seldom appeared in public. "Kerkorian rarely attends board meetings and never gives speeches. April 2012: Feds Investigate Security Union Leader

The 58-year-old Hickey (now 64), who, as it turns out, is a magician, declined to comment. But his attorney, Robert Morgan, confirmed that the authorities were looking for evidence in order to charge his client with embezzlement of union funds.

November 7th, 2012 On November 7, 2012, in the Texas 176th Criminal District Court, Kemberly Fields, a former Texas commissioned law officer and former President of Security, Police, and Fire Professionals of America (SPFPA) Local 300 (located in Harris County, Tex.), was sentenced to three years of confinement and was ordered to pay $5,644.40 in restitution and a $5,000 fine. On November 5, 2012, a jury found Fields guilty following a trial for aggregate theft from a nonprofit organization, in violation of Texas Criminal Statute Section 31.03. October 6th, 2010 On October 6, 2010, in the United States District Court for the Eastern District of Wisconsin, Craig A. Bohn, former Financial Secretary Treasurer of Security, Police, and Fire Professionals of America (SPFPA) Local 558 (located in Green Bay, WI), was sentenced to one year probation, a $1,500 fine, and a $100 special assessment. Bohn previously made restitution in the amount of $5,000. On June 18, 2010, Bohn pled guilty to two counts of creating false union records. February 18th, 2010 On February 18, 2010, in the United States District Court for the Northern District of Alabama, Herman Peoples, former Financial Secretary of Security Police, Fire Professionals, Ind., Local 598 (located in Roseville, Miss.), pled guilty to one count of embezzling union funds in the amount of $10,690 and was sentenced to 24 months probation and ordered to pay a $100 special assessment. The sentencing follows an investigation by the OLMS Nashville District Office.

December 7th, 2009 On December 7, 2009, in the United States District Court for the District of Arizona, Roger Wuest, former Secretary-Treasurer of Security Police and Fire Professionals (SPFPA) (located in San Bernardino, Calif.), was sentenced to one year of probation.
